Expanding the “Pacific Pivot” into Latin America

Among strategists within the Army War College there are now proposals to try to expand the US current strategy of surrounding China by using the same strategy in Latin America. Why? Because China is lending many South American countries money without interest thus tying them to China. In response, the U.S. seeks ever more global confrontation.
